Senator Shenton
XXX
Jersey

Dear Senator Shenton

When we spoke after the press conference by the Howard League for Penal Reform on Friday 14 November 2008, I informed you that I would be re-submitting my appeal. This is the appeal in connection with my complaint dated 1 January 2007, which I raised under the States of Jersey Serious Concerns Policy.

As you are aware, you wrote to me on 7 January 2008, informing me that I had no right of appeal as I was no longer a States of Jersey employee; that I was not entitled to use the States of Jersey appeals procedures.

At the end of your letter, you made the following statement:

“However, in the wider public interest, if you can furnish me with tangible facts which can be corroborated independently then I will consider how best to proceed."

I am sure you will agree that the report by the Howard League for Penal Reform, and information given by Andrew Nielson, Jon Fayle, and Lynne Ravenscroft at the press conference, are indeed “tangible facts which can be corroborated independently”.

I invite you to consider how best to proceed with this appeal and look forward to your response as a matter of urgency.

Yours sincerely

Simon Bellwood"

Simon.

Howcome Ben Shenton has been ever so quiet? It looks like Perchard has been nominated to carry the spin and is doing a p1ss poor job of it!!

As Shenton is the minister for H&SS it should have been him on the politics show yesterday.

Simon Bellwood calls for a public inquiry into Grand Prix system and alleges there has been a cover up.

Is there any chance of you ever being employed as a social worker anywhere again?

Bearing in mind the treatment of the Whistle Blower at Haringey (Mail on Sunday) what hope does the treatment that has been metered out to both of you how valid is a Whistleblowers department?

Do the young people that have been traumatised as a result of punishment metered out via the 'Grand Prix' system have any redress in law for conpensation?

Am I to assume that Mr Kennedy alone set up the system?

Who actually invented this system of punishment, I assume that it was 'cherry picked' from some other organisation?

It would be interesting to know who devised it and underwhat circumstances.........any idea Simon???

well it did not take long did it?
The Howard League had no sooner left the island and the critics start

so Ian Le Marquand thinks that the Howard League are naive, oh yeh!
what do they know about locking kids up or prisons or even the law.
A darn site more than Mr Le M.
the league are not saying do nothing they are advising alternatives which are more likely to bring about change, locking up does not work, it makes things worse.

then we have Mike Vibert on BBC Jersey this morning, the Howard League were looking in the wrong place ,oh dear! if they had seen the records then they would have known that Grand Prix was not used.
No, they spoke to ex-residents and staff members but I suppose they were lying and the records tell the truth.
The system of incentives and rewards that were in place wasn't that the regime that Simon instituted?
Solitary confinement was never used they just give a booklet to the kids tellng them they will be put in solitary if they misbehave , but they don't really mean it, they won't be doing it. Very professional I must say

keep digging Mike You might reach Australia

I think that any reputable county council in the UK would employ me as a social worker. However, I consider my social work career in that sense to be over.

I intend to carry on doing social work but from a freelance basis. I have my own business called Children and Family Services here in Jersey. The business does not trade as such but I have done a few things to help people free of charge.

What I would love is to receive some form of sponsership or private donations so that I can work with families who require the help that the States of Jersey are either unable or unwilling to assist with.

I am happy in my new career now though - I have no regrets.

If there are any legally qualified people out there who could answer this question please do.

As for the Grand Prix system and its origins.

I understand that Joe Kennedy brought it over from La Moye.

It is a system that was widely used in the UK about 50 years ago I believe!

"The Howard League had no sooner left the island and the critics start".

Keep posting and providing the evidence of the critics through links, quotes etc.

This is all good, the more they deny it the more determined I will be to expose them all.

There has been a cover up in Jersey and they will never admit it now as they would have to sack themselves for being so corrupt.

The more they say the more evidence there will be.
